Historical Narrative: 

Wolcott Avenue was laid out in March 1902 by engineer John E. Smith Map #96. It is said to have been named for Governor Roger Wolcott former Lt. Governor 1893-1897 and then Gov. from 1897-1900. The street had 29 house lots and was a portion of the 25 acre Samuel B. Locke estate at 70 Elm St. The farm extended down to Maple Ave and was bounded by Walnut and Elm Streets. Anne H. Locke, wife of Samuel B., held the deed on Apr. 12, 1876. Anne sold off some of the first lots on the Ave before naming her daughter Florence M. Locke her Trustee on June 2, 1909. Florence then had charge of selling the remaining house lots. Annie and Florence had life tenancy in the Locke homestead at 70 Elm St.

All the deeds came with restrictions. Only one home per lot, either single or a two family. The home had to cost at least $3000 above the foundation. The cost was later raised to $3500. A set back of 30’ from the street and all garages in the rear of the property. By the 1920’s they restricted one story bungalows.
Wolcott Ave has a diverse mix of styles including modified Queen Anne, Shingle style craftsman, Bungalow craftsman, Four Square, Colonial Revival and Dutch Colonial homes.

This parcel "lot #23 was sold by Anne H. Locke to John McCarthy on Apr. 8, 1907. John also purchased lots 24 and 25. John built his home on lots 24 & 25 at #12 Wolcott. James May at #18 Wolcott to the north purchased a portion of lot #23 also. The current parcel at #14 Walcott combines the remaining pieces of lots 23 and 24 on the 1903 Locke estate plan #96.

John McCarthy died in Dec. 1915 and his estate went to his wife Catherine and children. Catherine died in 1918 and the McCarthy family Legatees, Agnes C., Joseph J., Lillian, Frank McCarthy and Florence Trull held the deed on Apr. 14, 1921.

John F. McDonough purchased the lot July 31, 1923 and had the house built. John owned the Park Street Stables and Garage formerly Morrissey's Stables at 34 Park St. in Andover. In July 1922 the business was sold to John McDonough. John McDonough’s livery building was completely destroyed by fire on Dec. 7, 1923.
Andover Townsman - Jan. 18, 1924 pg. 1 - The cottage house on Park St. belonging to the J. W. McDonough property, and which was miraculously saved from being burned in the fire which destroyed the McDonough Stable, will be moved to a lot on Carmel Road (#78) owned by McDonough & remodeled.
McDonough re-built on the lot a large brick modern garage building used as and automobile service shop and gas station.

John may have overextended as his home on Walcott Ave was taken by the Equitable Mortgage Co on Dec. 18, 1926.

Andover merchant David S. Burns, wife Florence M. purchased the house on June 6, 1927. David Burns owned a very successful men's clothing store at 13 Main Street. Burns would acquire the two adjoining buildings at 9 and 15 Main St. and an additional building at 6 Park St
