Wolcott Avenue was laid out in March 1902 by engineer John E. Smith Map #96. The street had 29 house lots and was a portion of the 25 acre Samuel B. Locke estate at 70 Elm St. The farm extended down to Maple Ave and was bounded by Walnut and Elm Streets. Anne H. Locke, wife of Samuel B., held the deed on Apr. 12, 1876. Anne sold off some of the first lots on the Ave before naming her daughter Florence M. Locke her Trustee on June 2, 1909. Florence then had charge of selling the remaining house lots. Annie and Florence had life tenancy in the Locke homestead at 70 Elm St.

All the deeds came with restrictions. Only one home per lot, either single or a two family. The home had to cost at least $3000 above the foundation. The cost was later raised to $3500. A set back of 30’ from the street and all garages in the rear of the property. By the 1920’s they restricted one story bungalows.
Wolcott Ave has a diverse mix of styles including modified Queen Anne, Shingle style craftsman, Bungalow craftsman, Four Square, Colonial Revival and Dutch Colonial homes.

This parcel "lot # 27 on the 1902 map 96 was sold to George A. Carter. The 1906 Map of Wolcott, unnamed at that time, lists this home as N. E. Russell. Nellie (Russell) Carter in an interview 1946, claimed her father, Henry Russell had this house built for her and presented it as a wedding gift. Note - [previously thought to be the bungalow across the street at #5. Her parents lived at #3.] Clerk's office records marriage between Nellie Russell and George Carter 7 Oct 1903. They lived at #6 Wolcott and this may have been the first house built on the street. The 1904 Directory lists George & Nellie at this home. George is working for T. J. Farmer who had a Fish market on Central St. then moved to Barnard St. George is a Baker in 1913, a Driver in 1916, a baker in 1920 and then a Janitor at Phillips Academy in 1930.

The 1920 Valuation lists Mrs Nellie Carter, 6 Wolcott Ave., House $2500, 1/8 acre $700. total value assessment - $3200. The deed was in George A Cater's name on Aug. 3, 1922.
